Canadian gas mask bag from the mid 70s. Made of a rubberized water proof material and using Velcro and button fasteners. These are the later variants which come with the shoulder/waist strap.
Made originally for the C3 gas mask.
These can be used for a plethora of items with its large main pocket and 4 smaller side pockets.
